Function RenderReactionList

Renders a list of available actions that also contains the current count of reactions an item has received if allowed

Parameters summary
`integer`	`$ID`
`string`	`$Type`	'discussion', 'activity', or 'comment'
`boolean`	`$Echo = TRUE`	Should it be echoed?

Return value summary
`mixed`	String if $Echo is false, TRUE otherwise
